Bird scooters were distributed in the Third Ward in June 2018.Mopeds, motorcycles and bicycles are defined as vehicles by state law and permitted to operate on state roads. But electric scooters are not.Bird scooters were distributed in the Third Ward today.That’s the crux of the argument between electric scooter-share company Bird Rides Inc. and the City of Milwaukee, which filed suit against the Santa Monica-based company Friday. Bird contends the lack of definition leaves room for interpretation, while the city argues it means the scooters are illegal.Bird scooters can’t be operated legally on public roads or sidewalks because they don’t meet federal safety equipment standards for motor vehicles and are not designed for operation on roadways, according to the Wisconsin Department of Transportation’s website. Among the safety equipment required by federal guidelines is headlamps, turn signals, reflectors, rear view mirrors, brake lamps and mufflers.A DOT spokesman declined to discuss electric scooters, saying they don’t fall under the department’s purview because they are not defined as vehicles. “Once it crosses that threshold of being registered and licensed, then it falls under our purview,” said Michael Pyritz of the DOT.Because they don’t meet federal safety guidelines, electric scooters cannot be registered or licensed in Wisconsin. According to the DOT site:“Motorized scooters do not meet federal safety equipment standards for motor vehicles and are not designed for operation on roadways. Therefore, the law treats motorized scooters like lawn tractors, all-terrain vehicles, go-carts, mini-bikes and other off-road motor vehicles that are not allowed on public roads.”And even children riding electric scooters can be penalized.“…anyone operating a motorized scooter on a street or sidewalk without a valid driver’s license could receive a citation for operating a motor vehicle without a driver’s license. For juveniles, such a violation could result in their being ineligible for a driver’s license when they turn age 16.”Also included in the list of equipment that can’t be operated on Wisconsin roads or sidewalks: snowmobiles, lightweight utility vehicles (such as the John Deere Gator or Kawasaki Mule), battery powered kiddie cars, golf carts and neighborhood electric vehicles, according to a DOT memo on electric scooters.State law does allow local municipalities to permit operation of vehicles on sidewalks, but they can’t waive licensing and registration requirements for operating a motor vehicle on streets and sidewalks.The City of Milwaukee puts it this way: “Whether defined as a vehicle (Wis. Stat. Sec. 340.01(35)), motor vehicle (Wis. Stat. Sec. 340.01(35)) or a play vehicle (Wis. Stat. Sec. 340.01(43m)), under no circumstances may motorized scooters operate on a public street because they are not designed for on-street use.”Here are those definitions under state law:“Motor vehicle” means a vehicle, including a combination of 2 or more vehicles or an articulated vehicle, which is self-propelled, except a vehicle operated exclusively on a rail. “Motor vehicle” includes, without limitation, a commercial motor vehicle or a vehicle which is propelled by electric power obtained from overhead trolley wires but not operated on rails. A snowmobile, an all-terrain vehicle, a utility terrain vehicle, and an electric personal assistive mobility device shall be considered motor vehicles only for purposes made specifically applicable by statute.“Play vehicle”:(a) Means a coaster, skate board, roller skates, sled, toboggan, unicycle or toy vehicle upon which a person may ride.(b) Does not include in-line skates.Wendy Mantell, deputy general counsel at Bird, “respectfully disagrees” with the city on the lawfulness of its scooters, according to an email included in the lawsuit.“Wisconsin statutes have not defined electric scooters as a class of vehicle, and state law has not regulated their use. It is clear that our scooters are designed for on-street use, just like bicycles and other mobility devices that are exempted from federal motor vehicle standards, and they should be regulated accordingly,” Mantell wrote on June 28.She expressed a desire for the city and Bird to “work together to create regulations for electric scooters.”Bird launched in Milwaukee June 27. The service allows users to locate the dockless Bird scooters using the company’s app. The scooters cost $1 to rent, and then 15 cents per minute. Bird charges them each night. The scooters have been controversial in several of the cities where Bird has launched because of the gray area in which it operates. In its suit, the City of Milwaukee cites several other cases in which Bird has squared off against cities where it has launched, including a $300,000 settlement with the city of Santa Monica, California.CNN today reported Bird, which was founded in 2017 and is now in upward of 20 cities, has raised a $300 million funding round from investors and is now valued at $2 billion. Even though they saw each other every day, attendance for Sunday dinner was mandatory. The whole family, including aunts, uncles, grandparents and cousins gathered together after church to cook meals, fix each other’s cars, and shoot the breeze.As a tech founder, those early experiences with family reinforced the importance of having good people surround you; how essential it is to delegate and assign tasks and then trust in other people’s core competencies; and how to communicate with respect while making sure everyone is properly instructed and has the tools they need to succeed.In the world of tech startups, a founder usually attends every event, whether it’s a pitch to investors, a trade show, or client presentation. It can really wear you down. There is perhaps nothing a journalist or anyone who has recorded a class lecture or business presentation dreads more than transcribing audio recordings to text. The play, stop, write, repeat motions are tedious and inefficient at getting audio recordings translated to text.There are plenty of transcription services and software available. Most of them require you to read the audio recording in your own voice so that the software can become accustomed to your unique pronunciation and inflections.That, however, adds an extra step in converting audio to text. And most of us want to directly convert recordings of others talking. A new web app called Trint attempts to lessen the pain points of transcribing audio recordings to text. Its auto-transcribing and on-the-fly editing capabilities put it ahead of the pack of many other transcription software solutions, but it does not quite offer flawless transcribing. AI Transcriber As the recording plays, you can follow along with the text to check for any errors. A sound bar at the bottom of the screen lets you know where the text is in relation to the recording.The integration of both the transcribed text and uploaded file within the app allows for very easy, on-the-fly editing–simply pause the recording when you want to make corrections.I tested uploading a 70 MB video in MP4 format. Out of 317 transcribed words, Trint had an error rate of 8.5% incorrectly transcribed words and phrases. Not a bad rate. A recording with virtually no background noise is likely to result in better transcription.Still, Trint, even in beta and with some issues in transcription is a very promising solution for audio-to-text transcription. The Italian-inspired, so-called Romeo’s at Juliet continues every Sunday evening from 4-8 p.m.The casual setup is one of several unique menus Lewin and partner Katrina Jazayeri have created in the year-plus of Juliet, and it’s the first time the restaurant has been open on Sunday night. Unlike typical dinner at Juliet, Sunday suppers are for walk-ins only; no reservations required. And the message from Boston is clear: Pick Suffolk Downs.The soon-to-be former racetrack straddling East Boston and Revere will be the city’s primary bid for the building and the reported 50,000 jobs it would support, officials are now saying. It is also, clearly, ripe for development and among the few locales in Greater Boston that could realistically be home to a project on the scale Amazon has proposed. The other locations included in the Boston bid are Widett Circle (a site you may remember as the proposed home of an Olympic Village), along with spots in Allston and South Station.Walsh says Boston’s bid does not currently include incentives like tax breaks and other goodies because “we didn’t have to.” He added, “we talked about where we are in Boston—our quality of life, we talk a lot a lot of different things in the package. We’ll see what happens.” That could change, he said, if Boston is added to Amazon’s shortlist and officials have time to assess “what we’re up against.”The issue of incentives has been divisive. Recent polling showed that while a majority in Boston support bringing Amazon here, residents are evenly split on whether to offer giveaways. Walsh opponents, including City Councilor and mayoral candidate Tito Jackson, have criticized the city’s willingness to offer incentives to General Electric.Other cities are pretty much falling over themselves to get in Amazon’s good graces. Strategies include grand gestures (New York City lit up its landmarks last night in “Amazon orange”); insult comedy (New Hampshire’s bid includes jabs about how crappy Boston traffic and transit are, and how expensive housing is); and your garden variety buckets of cash (Worcester offering an exceedingly generous package that includes $500 million in real estate tax savings).Somerville has proposed a spread-out Amazon campus along the Orange Line. Marlborough, Foxborough, Leominster, Fall River, Weymouth, Lynn, and Springfield are all submitting pitches, as are Connecticut, Rhode Island, and even Maine. New Hampshire is pitching a huge campus in Londonderry. Lowell, Tewksbury, and Billerica are bidding as a unit.The odds seem good that Amazon is already eyeing Boston. The city has appeared on most observers’ shortlists, including one created by the New York Times, even if it did suggest that Amazon pick Denver instead. Amazon has also already invested pretty considerably here, with outposts in Kendall Square, Back Bay, and, soon, Fort Point. Experts here have touted our proximity to colleges, tech talent, and other major conglomerates like GE. They’ve also shown they’re not above taunts: “Why have stale mass-produced bleached bread in Denver,” Jesse M.
